A bitstream decoding device and a method thereof are provided to apply a set of new instructions to parse bitstreams in various forms through a common syntax analysis method and easily decode bitstreams even when a syntax element is changed, added or deleted. A decoding device includes a decoder constructing unit(520), a tool-box(515), and a decoding solution(530). The decoder constructing unit generates CSCI(Control Signal/Context Information) control information and connection control information using partial decoder descriptions stored in a description storage unit(510). The tool-box includes a plurality of functional units for respectively performing predetermined processes. The decoding solution selectively loads the plurality of functional units included in the tool-box using the CSCI control information and the connection control information to decode bitstreams into moving image data.
