<P>PROBLEM TO BE SOLVED: To provide a method and device for distributing non-contact IC tags in an information distributing system using non-contact IC tag, and to provide an admission procedure device for simplifying the admission procedure. <P>SOLUTION: When portable terminal equipment 2 is connected to a communication interface 201, the membership ID of a distributed non-contact IC tag 1 is read by a reader 202. Then, the portable terminal equipment 2 is controlled by a control part 204 through a communication interface 201 to transmit an electronic mail in which the membership ID is described to a server 5.
