The device has a control unit i.e. key (11), for actuating movement of a piece formed by a bar (7), piece (15) and a control part (16). The piece has sections mounted relative to an axis, and the bar is associated to teeth (16A, 16B). The tooth (16B) is mounted on the bar or sections in a position where the tooth is opposite to a rotation of a hook (8). The bar or sections are mounted with respect to each other to pivot bar or sections for bringing the tooth (16B) in a position opposite to the rotation of hook when the hook cooperates with a buckle for closing or locking of hook and buckle.
