High bit-rate data and low bit-rate data for the same material are recorded in time division. Meanwhile, the recorded low bit-rate data is read out so as to be used for verification or time-shift playback. In a time-shift playback process, a plurality of tags, each tag containing low-resolution data, is read out at a time so that the read out low-resolution data are played back within excessive time generated by successively recording a plurality of cartons. For example, five cartons corresponding to an input video signal for 10 seconds are successively recorded. Within the resulting excessive time of 1.6 (=5x0.32) seconds, five tag are successively read out so as to play back the low-resolution data for the reproduction time of 10 seconds. The present invention is applicable to a disc recorder.
