A system and a method for issuing a waybill automatically by using a phone number are provided to make the waybill automatically by extracting address information of a sender from phone and mobile number databases when the sender wanting to receive a delivery service inputs the phone number of the sender and a receiver in the Internet. An address information database(30) stores a phone number received from the address information databases(51-54) of each telecom company through the network(100), and a waybill issuance server(20) generates a waybill by using sender and receiver phone numbers received from a sender. The waybill issuance server includes a delivery receiver(20') generating waybill information by using the received sender and receiver phone numbers, a waybill issuer(24) generating/issuing a waybill by using the waybill information, a database updater(25) periodically updating the address information database by receiving the phone number from other telecom companies, and a delivery checker(26) providing a real-time checking service by storing delivery status information of an article registered as a delivery article.
