PROBLEM TO BE SOLVED: To accurately detect an intruder by using blocks having the same sizes. SOLUTION: An intruder detector is provided with a monitor camera 2 for picking up the image of a monitor area; a data smoothing part 33 for smoothing the image data of an image picked up by the monitor camera 2 for each of the plurality of blocks obtained by equally dividing the monitor area; and a detection part 341 for detecting the change of the image data smoothed by the data smoothing part 33 by each block unit. The intruder detector is provided with a counting part 342 for counting the number of blocks where the change of the image data has been detected by the detection part 341 for each of detection zones configured by preliminarily grouping the blocks; and a control part 344 for, when the counted value of the counting part 342 exceeds a predetermined value preliminarily set for each detection zone, notifying the detection signal.
