PROBLEM TO BE SOLVED: To provide an image forming apparatus that forms an image by combining normal development and reverse development and by using two kinds of toners, the apparatus being designed so as to prevent carrier for forming a first image from sticking to a photoreceptor, thereby causing white spots in a second image, and so as to provide uniform density of the second image. SOLUTION: The image forming apparatus forms an electrostatic latent image having a high potential part and a low potential part, by charging a photoreceptor and changing a quantity of exposure in at least two stages by exposure, and develops it with charged toner, thereby forming a toner image on the photoreceptor. In the image forming apparatus, the electric resistance of the developer used in the toner image developing device is within the range where a voltage composed of a difference between the surface potential of the photoreceptor and a development bias voltage and applied to the developer changes.
