PROBLEM TO BE SOLVED: To provide a driver circuit capable of transmitting a signal between circuit portions where a reference potential difference is positioned so as to be equal to or higher than the voltage resistance of a gate oxide of a transistor in use. SOLUTION: In a driver circuit 10 including a TOP level shifter 80 for transmitting an input signal from a driving logic 20 to a TOP driver 40, the TOP level shifter is formed as a device constituted of a pulse generating circuit 82, an UP level shifter branch 84, a DOWN level shifter branch 86, and a signal evaluation circuit 88 post-connected thereto. In a corresponding method for transmitting the input signal, when the UP level shifter branch or the DOWN level shifter branch or both the level shifter branches apply signals to respective additional input parts of the signal evaluation circuit, the signal evaluation circuit delivers an output signal to the TOP driver.
