PROBLEM TO BE SOLVED: To prevent non-movement of an opening and closing plate due to freezing of dew condensation water. SOLUTION: The damper device is mounted in an air supply duct part. A shielding part 8a extended to an outer casing of a motor 5 is formed so as to cut off a bearing 6 and a shaft 7 of the opening and closing plate 4 from external air. By preventing inflow of dew condensation water produced on an outer casing 12 of a body 13 into the bearing 6, and suppressing dew condensation in an interior of the shielding part 8a, the damper device preventing non-movement of the opening and closing plate 4 due to freezing of the dew condensation water in the bearing part 6 of the opening and closing plate 4 can be provided.
