PROBLEM TO BE SOLVED: To provide a fiber-treating agent consisting of an emulsion of organopolysiloxane containing an amino group but not containing an acidic substance as a main agent, which is excellent in dilution stability, preservation stability and mechanical stability, and also capable of imparting excellent flexibility, smoothness, water repellency, deep-coloring property, etc., to various fibers. SOLUTION: This fiber-treating agent consisting of an oil-in-water emulsion of organopolysiloxane containing an amino group, as main components, which contains the following components (A), (B) and (C): (A) the organopolysiloxane containing the amino group having a dynamic viscosity at 25°C of 100 to 1,000,000 mm<SP>2</SP>/s, and an amine equivalent of 1,000 to 100,000 g/mol, (B) a polyoxyalkylene-branched alkyl ether, and (C) water, does not contain the acidic substance, and contains 10 to 50 mass% of the component (B) based on the mass of the component (A), and 30 to 90 mass% of the component (C) based on the total mass of the components (A), (B), and (C).
