PROBLEM TO BE SOLVED: To provide a low-cost method for manufacturing fine metal particles, wherein a size of particles to be formed can be controlled. SOLUTION: This method for manufacturing fine metal particles includes a step of preparing a transition-metal-containing solution by dissolving transition-metal salt in a solution containing at least terpineol, a step of depositing the transition-metal-containing solution onto a substrate by a wet process, and a step of subjecting the substrate to annealing treatment, wherein respective concentrations of the transition-metal salt and the terpineol in the transition-metal-containing solution are adjusted to control the particle size of the fine metal particles to be formed.
