<p><P>PROBLEM TO BE SOLVED: To analyze voltage fluctuations of a power system, to which a load fluctuation source is linked, in a short time. <P>SOLUTION: System sensitivity of busbar voltage with respect to changes in a reactive power load of the load fluctuation source is calculated, by using system impedance of the power system. A power fluctuation coefficient is calculated, based on a reactive power fluctuation amount calculated by using instantaneous reactive power of the load fluctuation source.
