PROBLEM TO BE SOLVED: To provide a circuit with a control function in which a circuit to be controlled operates only when a predetermined environment meets a specific condition, and which is capable of testing whether or not the circuit with a control function operates normally under any predetermined environment, and to provide a test method thereof. SOLUTION: The circuit with a control function 10 of the present invention has a control means (microcomputer 14) that operates a circuit to be controlled (heater 11) only when a predetermined environment (environmental temperature) detected by a sensor (first temperature sensor 12) meets a specific condition (0°C or below). The control means comprises a self-diagnosis means (Step S5) for diagnosing whether or not the circuit with a control function 10 operates normally, and an on/off detection means (Step S1-S4) for detecting whether or not the power distribution from a commercial power supply 30 has been turned on and off in a predetermined pattern, and, when the power distribution being turned on and off in a predetermined pattern has been detected, actuating the self-diagnosis means.
