PROBLEM TO BE SOLVED: To inexpensively provide a sealing device excellent in sealing force, having a simple structure without applying a complex shape, and securing reliability with respect to contact of a stationary body with a rotor. SOLUTION: This sealing device for sealing a fluid between the stationary body 11 and the rotor 12 is provided with fins 13 protrusively formed from the stationary body 11 and a rough surface part 17 formed on the front surface 12a of the contact surface of the rotor 12 with fluid 14. The surface roughness of the rough surface part 17 is rough. Thereby, the ratio of the surface roughness to a clearance d between fin end parts and the front surface 12a of the rotor is increased, the impact of disturbance on a flow around the fins 13 is remarkably enhanced by the recessed and projecting parts of the front surface 12a, and a pressure loss is increased to reduce the amount of leaked fluid.
