PROBLEM TO BE SOLVED: To provide an image processor and an image processing method by which images of higher image quality are generated. SOLUTION: Each of a horizontal prediction tap extraction part 10061, a vertical prediction tap extraction part 10065 extracts prediction taps from an MPEG decoded image. Each of a horizontal class tap extraction part 10062, a vertical class tap extraction part 10066 extracts class taps from the MPEG decoded image. In addition, each of a horizontal class sorting part 10063, a horizontal class sorting part 10067 sorts prediction taps extracted from each of the horizontal class tap extraction part 10062, a vertical class tap extraction part 10066 into classes. Furthermore, each of a horizontal coefficient storage part 10064, a vertical coefficient storage part 10066 outputs coefficients based on results of class sorting by each of the horizontal class sorting part 10063, the vertical class sorting part 10067. A prediction operation part 10069 predicts pixels of noise removed image using the prediction taps and the output coefficients.
