PROBLEM TO BE SOLVED: To reduce the load on a center server without incorporating a tamperproof technique in a relay server.

SOLUTION: Each settlement terminal 6 periodically sends a key request to the relay server 5. The key request includes version information about a secret key held in the terminal, and the relay server 5 accesses the center server 1 to acquire a new secret key and transfers it to the requesting terminal 6 only if the version information is different from that held in the relay server. The secret key is encrypted, and a decryption key is held in each settlement terminal 6, and not in the relay server 5.
