<P>PROBLEM TO BE SOLVED: To perform layout processing without developing all layout rules on a memory by reconstructing layout rules so that rectangle information can be laid out in a layout domain in the next one page when the rectangle information cannot be laid out in the layout domain in one page. <P>SOLUTION: This information processing system has an acquisition means which acquires layout rules composed from data and a prescribed form structure, a layout possibility determination means which determines whether the layout rules acquired by the acquisition means are units of processing to which layout can be processed or not, an arrangement determination means which determines whether rectangle information about layout rules of the units of processing determined that the unit of processing can be laid out at the layout possibility determination means can be arranged in the layout domain or not, and a reconstruction means which reconstructs layout rules when the rectangle information is determined that the rectangle information cannot be arranged in the layout domain at the arrangement determination means.
