PROBLEM TO BE SOLVED: To provide a composition for formation of hydrophilic film providing a hydrophilic film retaining a hydrophilic property and excellent in transparency, anti-fogging properties, antifogging durability, stainproof property, water resistance and scratch strength and to provide a hydrophilic member having an excellent hydrophilic film by using the composition. SOLUTION: The composition for forming a hydrophilic film comprises (A) a hydrophilic polymer containing a silane coupling group, (B) a phosphoric acid compound and (C) an alkaline earth metal.
