<P>PROBLEM TO BE SOLVED: To solve the problem that the heating of photocatalyst particles is difficult in a method for oxidizing and decomposing organic matter or the like by a photocatalyst and quantity of heat is wasted and time is required in heating because the unnecessary parts of an apparatus are heated in an electric heater or a gas burner and, in a case that operation and stop are repeated during a short period, energy consumption becomes extremely large. <P>SOLUTION: A target substance to be oxidized or decomposed is brought into contact with the heated photocatalyst particles and oxidized or decomposed by the photocatalyst and oxygen activated by heating.
