PROBLEM TO BE SOLVED: To provide a ground shake blocking construction method which does not require a baglike cushioning material with high pressure-containing strength, does not increase transportation cost and construction cost, and is superior in construction efficiency. SOLUTION: The ground shake blocking construction method of burying a plurality of baglike cushioning materials in the ground includes a first step of carrying the shrinking baglike cushioning materials attached to penetrants into the ground together with the penetrants, a second step of filling or inflating the shrinking baglike cushioning materials in the ground with a fluid, and a third step of pulling out the penetrants to the ground level while leaving the inflated baglike cushioning materials in the ground.
