PROBLEM TO BE SOLVED: To provide a chromium-free surface treatment agent for metal with which a coating film having excellent corrosion resistance and electrical conductivity can be formed by a single treatment; and to provide a surface-treated steel sheet having a coated film formed by using the treatment agent on one surface or each of both surfaces thereof. SOLUTION: The inorganic chromium-free surface treatment agent for metal contains, by weight, (A) 1-10% organic phosphorous acid, (B) 1-10% oxycarboxylic acid, (C) 1-10% zirconium compound and (D) 0.1-5% vanadium compound.
