PROBLEM TO BE SOLVED: To provide a movement device for paper sheets capable of performing load-shift prevention of a bundle, band-peeling off prevention of the bundle and restriction of delivery attitude of the bundle when a plurality of paper sheets accumulated by an accumulation device/a binding device are moved, and to provide a binding device for the paper sheets provided with this. SOLUTION: When 100 paper sheet PB accumulated on a backup plate 15 are delivered to a carrier 40, a lever 41a of a carrier clamp 41 is turned in synchronous to descending of the backup plate to clamp the paper sheets PB. Further, since control is performed such that a turning angleθof the lever 41a becomes large accompanying with descending of the backup plate, deviation of the paper sheets PB is prevented. The paper sheets PB accumulated in the carrier are conveyed to a binding part to form the bundle H. When the bundle is moved to a home position, it is aligned and a part of the bundle H is pushed out from the carrier in a short conveying direction to drop off it to a shooter.
