<p><P>PROBLEM TO BE SOLVED: To provide an access management system discriminating persons concerned from outsiders. <P>SOLUTION: A tag 3 is equipped with a function of transmitting ID information to a tailgating detecting part 5 using infrared rays, and an infrared transmitting position when transmitting the ID information from the tag 3 to the tailgating detecting part 5 is detected from a photographed image obtained by the imaging operation of an imaging section 5b. When a person exists in a position different from the infrared transmitting position within the photographed image, this person is recognized as an outsider Mx.
