PROBLEM TO BE SOLVED: To provide an electric double-layer capacitor which is heat-resistant, improves wettability between a separator and a driving electrolyte and is excellent in long-term reliability. SOLUTION: Electrodes including polarizing electrodes formed in layers on a collector are made into a pair of positive and negative electrodes. They are rolled via the separator to form a capacitor element having the polarizing electrodes facing. The capacitor element is housed together with the driving electrolyte in a case to provide the electric double-layer capacitor. The separator is made of such a composition that cellulose-based fiber having a paper strength enhancing agent made of polyacrylamide resin attached is heat-treated by applying a silane coupling agent to make the polyacrylamide resin into imide and in addition the silane coupling agent is coupled with the surface of the cellulose-based fiber.
