PROBLEM TO BE SOLVED: To provide a radio communication system including: a radio network controller; a plurality of base station apparatuses connected to the radio network controller; and a mobile station apparatus making radio communication with the base station apparatuses, wherein the mobile station apparatus preferentially hands off the base station apparatuses in an ordinary operating state while avoiding the base station apparatuses in a standby state. SOLUTION: A management means of the radio network controller manages operating states (ordinary/standby) of the base station apparatuses and a notice means notices the base station apparatuses about the operating state of the other base station apparatuses. A reception means of each base station apparatus receives the notice, and a radio transmission means transmits information denoting the operating state of the other base station apparatuses to the mobile station apparatus, by radio, on the basis of notice contents. A radio reception means of the mobile station apparatus receives the information, and a shift destination control means selects the base station apparatuses in the ordinary operating state as a shift destination by taking precedence over the base station apparatuses in the standby state on the basis of the received information.
