PROBLEM TO BE SOLVED: To easily and inexpensively verify whether a rule related to traffic control is normally functioning or not. SOLUTION: A flow state monitoring part 105 acquires a frame applied with an old rule and a new rule by a FW device #1 and a FW device #2 and output, and monitors a state of a flow applied with the old rule and the new rule. When the state of the flow ends with respect to both the old rule and the new rule, the flow state monitoring part 105 notifies a frame holding part 107 about the effect. When the effect that the flows ends is notified, the frame holding part 107 outputs two pieces of capture information comprising frame groups by the rules of the flow to a flow comparison part 108. The flow comparison part 108 compares the two pieces of the capture information, does away with the capture information when completely according, and outputs the capture information when a difference is present.
