PROBLEM TO BE SOLVED: To provide a ground vibration propagation preventing structure which reduces vibration propagated from a vibration generation source such as a factory and a vibration source of railroad vibration, road traffic, etc. via the ground, to thereby eliminate adverse effects on existing facilities such as neighboring houses, and to provide a method of constituting the structure. SOLUTION: The vibration propagation preventing structure 10 is formed by mixing a number of almost microspherical synthetic resin molded members as a low elastic resin member into a high elastic base material formed of soil cement obtained by mixing in-situ soil and a hardener together. The vibration propagation preventing structure 10 is arranged in a continuous groove excavated in a predetermined range of the ground 3 between the vibration generation source 1 and the facilities 60 affected by the vibration. Thus propagation of the vibration from the vibration generation source 1 can be positively attenuated by vibration energy absorption by the low elastic resin members inside the structure.
