PROBLEM TO BE SOLVED: To provide an inter-network connection system capable of reinforcing security in inter-network connection, and keeping the network itself confidential. SOLUTION: When data are input, a transmission side apparatus 1 divides the data into slots by a slot generating part 11, and encrypts the divided slots by the slot unit by a slot encrypting part 12. The transmission side apparatus 1 encrypts the slots composed of an IP header and a data part by the encrypting part 12. A reception side apparatus 2 decrypts the slots, which have been transmitted from the transmission side apparats 1 and encrypted via an exclusive line 100, by a decrypting part 21, makes the decrypted slots into packets by assembling by a packet assembling part 22, and outputs them.
