<P>PROBLEM TO BE SOLVED: To provide an electromagnetic wave absorbing sheet which increases electromagnetic wave absorption efficiency and reduces electromagnetic wave reflection efficiency without having a limitation on the shape of the sheet, using a simple and inexpensive method. <P>SOLUTION: The electromagnetic wave absorbing sheet 10 absorbs electromagnetic waves with magnetic material particulates 3. The electromagnetic wave absorbing sheet 10 includes a first magnetic layer 1b made of a polymer material 7 dispersed with the magnetic material particulates 3, and a second magnetic layer 1a consisting of a nonmagnetic layer 5 formed on the first magnetic layer 1b and made of the polymer material 7, and the polymer material 7 formed on the nonmagnetic layer 5 and dispersed with the magnetic material particulates 3.
