PROBLEM TO BE SOLVED: To easily detect that false video images are transmitted by a personation act in a video monitoring device utilizing a communication network. SOLUTION: In addition to an imaging part for supplying video signals obtained by imaging to the communication network and a video display part for acquiring the video signal from the communication network and displaying it, the video monitoring device includes a control signal transmission part for transmitting control signals, a control signal reception part for receiving the control signals and a form change part for changing a form within the photographing range of the imaging part corresponding to the control signals received by the control signal reception part.
