PROBLEM TO BE SOLVED: To provide a wet developing apparatus with amount of liquid developer corresponding to a type of transfer paper uniformly formed on a developer carrier, and to provide a wet image forming apparatus capable of forming a high quality image by using the wet developing apparatus. SOLUTION: A rotational speed control means controlling the rotational speed of a supplying roller is provided with: a first pulley which is provided at a driving shaft of the developer carrier, on the outer periphery of which a V-shaped groove is formed, and which is divided into two so that at least one of them is movable in an axial direction; a second pulley which is provided at a driving shaft of a supplying roller, on the outer periphery of which a V-shaped groove is formed, and which is divided into two so that at least one of them is movable in an axial direction; a V-belt wound around the V-shaped grooves in the first and the second pulleys; and a control mechanism varying spacing of inclined surfaces in the first and the second pulleys.
