PROBLEM TO BE SOLVED: To provide a waste heat using device for an internal combustion engine capable of achieving appropriate functioning of a cooling water circuit and a Rankine cycle circuit in accordance with an operating state of the internal combustion engine. SOLUTION: The cooling water circuit (8) is provided with a bypass passage (36) which forms a heat exchange region (38) positioned before a radiator (24) and comprising a heat exchanger (22) and an evaporator (10) and bypasses the heat exchange region (38); and with a flow rate allocation control means for restricting a flow rate of cooling water flowing in the heat exchange region (38) while maintaining circulation of the cooling water in the cooling water circuit (8) by allocating the cooling water passed through the internal combustion engine (6) to the bypass passage (36) and the heat exchange region (38) to make the cooling water flow in the bypass passage (36) and the heat exchange region (38).
