A TFT(Thin Film Transistor) substrate and an LCD(Liquid Crystal Display) having the TFT substrate are provided to form redundant lines in an OLB(Out Lead Bonding) pad part and a fan-out line part, and transmit signals through the redundant lines even though some of lines of the OLB pad part and the fan-out line part are cut. A TFT substrate includes a substrate, a first pad part(100), a second pad part(200), a plurality of signal lines, and a pixel array. The substrate includes a display area and a peripheral area surrounding the display area. The first pad part is formed in the peripheral area and receives a driving signal from an external device. The second pad part is extended from the first pad part and receives the driving signal. The signal lines are formed in the display area and electrically connected to a plurality of lines(210,220) of the second pad part to receive the driving signal. The pixel array is formed in the display area and receives the driving signal from the signal lines.
