An apparatus for preventing the open of two-step console box for a vehicle is provided to prevent contents from being drawn from the console box due to the opening of a cover for a two-state cover for an arm rest by blocking an opening button of a locking part. A first receiving box has a first space part to store an object. A one-stage cover(26) for an arm rest includes a second receiving box. The second receiving box rotates with respect to a hinge such that the first space part is opened. The second receiving box stores contents in a second space part. A two-stage cover for an arm rest rotates such that the object is drawn from the second space part of the one-stage cover. A ball guiding member(52) includes a ball resting part(56) recessed as much as a specific depth. A moving member(70) is rested in the ball resting part of the ball guiding member. An anti-opening member(100) rotates by the operation of the moving member to prevent the pressing operation of an opening button.
