A noise reducing structure of flat for reducing vibration between floors and a construction method thereof are provided to reduce vibration effectively by using vibration reducing sheets and blocks made of viscoelastic material. A noise reducing structure of flat for reducing vibration between floors comprises a concrete slab layer(10), a viscoelastic vibration reducing sheet layer, a viscoelastic vibration reducing block layer, and a finishing mortar layer(35). The viscoelastic vibration reducing sheet layer includes viscoelastic vibration reducing sheets(55) mounted on the concrete slab layer. The viscoelastic vibration reducing block layer includes viscoelastic vibration reducing blocks(65) whose two lateral surfaces is covered with viscoelastic vibration reducing sheets(50) on the viscoelastic vibration reducing sheet layer. The finishing mortar layer includes finishing mortar under which hot water pipes(30) are arranged on the viscoelastic vibration reducing block layer.
