An interference of radio waves between a data reader (100) and other data reader (100), and an interference of radio waves between the data reader (100) and an IC tag (200) are prevented, even when another new data reader (100) is arranged. An interference judging device is provided with a first comparing section (126) for judging whether there is an interference of radio waves between the data reader (100) and the data reader (100); a second comparing section (136) for judging whether there is an interference between the data reader (100) and the IC tag (200); and a judging section (140) for judging that another new data reader (100) can be arranged when the first comparing section (126) judges that there is no interference of radio waves between the data reader (100) and the data reader (100) and that the second comparing section (136) judges that there is no interference of radio waves between the data reader (100) and the IC tag (200).
