A system and a method for managing radio resources in a mobile communication network are provided to terminate call connection without connection to a traffic channel by transmitting an LCP termination request and an LCP termination acknowledge signal in an SDB(Short Data Burst) form by using a signal channel, thereby saving the radio resources. A PDSN(Packet Data Serving Node)(440) transmits an LCP(Link Control Procedure) termination request signal to a PCF(Packet Control Function)(430) when terminating call connection. If the PCF receives the LCP termination request signal from the PDSN, the PCF checks whether an MS(Mobile Station)(410) is in a dormant state. If so, the PCF transmits the LCP termination request signal to the MS through a signal channel. If the MS receives the LCP termination request signal from the PCF through the signal channel, the MS transmits an LCP termination acknowledge signal to the PDSN through the PCF by using the signal channel.
