An actuator driving apparatus in case of emergency is provided to rapidly respond to emergency such as leakage of gas or oil from a pipe by operating a valve manually during power failure. An actuator(1) driving apparatus in case of emergency includes a first cylinder(200), a second cylinder(400), a hydraulic pump(600), and a hydraulic pressure controller. The cylinder drives a rotary body powered by the hydraulic pump. The hydraulic pump manually provides the second cylinder with hydraulic pressure. The hydraulic pressure controller is installed between the hydraulic pump and the second cylinder and controls the hydraulic pressure. The actuator driving apparatus is mounted on a case(100) of an actuator for manually driving the rotary body during power failure.
