A cosmetic composition comprising nano-silver coated silica powder or a dispersion of the silica powder is provided to improve dispersibility, oxidation stability and antimicrobial activity, inhibit discoloration and deterioration, and store cosmetic materials for a long time without antiseptics causing skin irritation and allergy. A nano-silver coated silica powder and a dispersion of the silica powder is prepared by (a) forming silica particles having particle size of 75-150 nm, (b) coating the silica particles with nano silver particles, (c) washing, drying and heat treating the coated silica particles to remove impurities and unreacted products, and (d) dispersing the products of step (c) in dispersion solvent, wherein the nano silver particle has the size of 6.7-9.3 nm. An antimicrobial and antiseptic cosmetic composition comprises nano silver coated silica powder or dispersion containing 500-2000 ppm of nano silver coated silica powder, and is formulated as soft lotion, nutrition lotion, massage cream, gel, pack, essence, lipstick, makeup base, foundation, lotion, ointment, powder, eye shadow, body cleanser or mascara.
