A cosmetic composition comprising the extracts of fermented medicinal herbs is provided to improve skin wrinkles by inhibiting oxidation, activating cells, promoting collagen synthesis and strengthening the immunity, reduce skin irritation and rapidly exhibit its effects. An anti-wrinkle cosmetic composition comprises 0.0001-100 wt.% of the extracts of fermented medicinal herbs which are prepared by adding medicinal herbs including Cervi Pantotrichum Cornu, Angelica gigas radix, Thymus vulgaris and Cornus officinalis SIEB into yeast such as Saccharomyces sp., Schizosaccharomyces sp., Torulopsis sp. and Candida sp. or lactic acid bacteria such as Lactobacillus sp., Streptococcus sp., Leuconostoc sp. and Bifidobacteria sp., and culturing the mixture at an appropriate temperature and time, and is formulated as ointment, soft lotion, nutrition lotion, nutrition cream, massage cream, essence, pack, emulsion or oil gel. Further, a weight rate of the Cervi Pantotrichum Cornu, the Angelica gigas radix, the Thymus vulgaris and the Cornus officinalis SIEB is 0.5 to 3.0:0.2 to 6:0.05 to 0.5:0.5 to 5.0.
