A diamond tool and a method of manufacturing the same are provided to form plural insertion holes in a thick film, which is manufactured through a tape casting scheme, corresponding to the arrangement position of diamond grit. A tape(62) is formed with a plurality of insertion parts(65) corresponding to the arrangement positions of diamond grit. The tape is formed on the surface of a segment. The diamond grit is inserted into the insertion part and bonded to the tape through a pressing and sintering process. The tape is a thin film(63) having a plurality of through holes forming the insertion parts. The tape is installed at the lower portion of the thin film. The tape includes a sub-thick film(64) closing the through hole. The tape is formed on the surface thereof with a plurality of grooves. The segment is formed by stacking the sub-thin film on the upper portion of the tape into which the diamond grit is inserted.
