A shock absorber for varying damping is provided to improve riding comport and to control a vehicle effectively by making a lower damping area and a high damping area in an inner cylinder. A shock absorber for varying damping comprises an inner cylinder(10), an outer cylinder(20), a piston(41), and a piston rod(40). The inner cylinder has a foot valve at the bottom thereof. The outer cylinder is connected to a vehicle body. The piston and the piston rod move along the inner cylinder. The inner cylinder has a low damping area where oil moves independently from an orifice(42) of the piston, thereby varying damping force according to stroke change. The low damping area is made by changing a predetermined area of the inner cylinder and has an additional passage(2) separated from the outer surface of the piston. Oil flow through the passage.
