An easy-to-manufacture artificial reef complex is provided to accommodate diverse structures and functions of artificial reefs in one single structure, thereby creating a highly efficient habitat for both fish and shellfish. An easy-to-manufacture artificial reef complex(1) includes a polyhedral type bedplate structure(100) and more than two polyangular pyramids(200) built on the bedplate structure. Rubbles(300) are filled in an interior space formed by the bedplate structure. The interior space is created by a polyhedral frame(110), partitioning units(120) installed at a side and a bottom of the frame, a plurality of sheet insertion units(130) formed on the entire upper face of the frame, and a plate(400) partially inserted into the insertion units.
