Disclosed is a method of deactivating biological or chemical warfare agent residues characterized by: oxidizing the warfare agents with a strong oxidant which is in a vapour phase, the strong oxidant including a peroxy compound; and adding an alkaline gas to the vapour phase oxidant to adjust a pH of the vapour phase oxidant. Also disclosed is an apparatus when used to deactivate biological or chemical warfare agent residue characterized by: a means (A) for subjecting an item bearing the warfare agent residue in an enclosure (10, 10a, 10b, 10c in Figures 1-4) to a strong oxidant and an alkaline gas to adjust a pH of the oxidant, the strong oxidant including a peroxy compound and being in a vapour phase, the means for subjecting including: a source (20, 20a, 20b, 20c in Figures 1-4) of liquid oxidant; a vapourizing means (18, 18a, 18b, 18c in Figures 1-4) connected with the source of liquid oxidant and with the enclosure (10, 10a, 10b, 10c) for vapourizing the liquid oxidant and supplyling the oxidant vapour to the enclosure (10, 10a, 10b, 10c); a means (B) for providing an alkaline gas in vapour, mist or fog form to the enclosure.
