PROBLEM TO BE SOLVED: To maintain a proper sealing function while permitting the deformation of a sealing body when packaged or preventing the plastic deformation in a used condition without increasing cost. SOLUTION: This fastener comprises a fastener body (a belt clamp 10) integrally formed of a highly rigid raw material and having a base 16 and a locking leg 24, and the sealing body 30 formed of a soft raw material having high sealing performance and integrated with the base 16 to encircle the locking leg 24. By inserting the locking leg 24 into a mounting hole of a panel, the fastener body is mounted on the panel in a state of putting the sealing body 30 in close contact with the periphery of the mounting hole. A reinforcing part (a reinforcing rib 18) integrally formed with the base 16 can be elastically flexed on the base 16.
