PROBLEM TO BE SOLVED: To display a commodity sample of a hand-operated cutter in a package which has no killing and wounding ability, to improve safety in a shop or the like. SOLUTION: A dummy 1 of the hand-operated cutter is packaged, and the dummy 1 has no cutting function and the packaged dummy 1 can be seen. In addition, the dummy 1 is formed into a half shape of the hand-operated cutter with thin-walled plastic. In addition, a part of or the whole dummy 1 is formed so as to protrude from a half face side to the other face side.
