PROBLEM TO BE SOLVED: To provide a power management system, which can effectively solve the overdischarge of a battery, by breaking the current flowing from the battery to a load, in a state that a generator is stopping such as the time of stoppage of a vehicle, etc., and a vehicle. SOLUTION: The power management system includes a battery which supplies each load mounted on a vehicle with power, a solar cell unit which performs supplementary power supply to the load, a switching means which connects the load with either the battery or the solar cell unit, a voltage measuring means which measures the voltage between the terminals of the solar cell unit, and a control means which controls the above switching means to perform the power supply from the solar cell unit to the load by switching it over when the above voltage measuring means detects such voltage that it can supply the load with necessary voltage.
