PROBLEM TO BE SOLVED: To provide an unconventionally miniaturized electrolytic capacitor. SOLUTION: This electrolytic capacitor contains an electrolyte containing a tetrafluoride aluminum salt or an electrolyte added with a compound for generating phosphate ions in a solution using a solvent containing water in an aqueous solution and a chelating agent, in a capacitor element provided with an electrode material in which a valve metal particle layer having an oxide film on its surface is formed on the surface of a base material so that its porosity is 20-60% and a specific surface area is 20×10<SP>3</SP>to 400×10<SP>3</SP>cm<SP>2</SP>/cm<SP>3</SP>, wherein the valve metal particles of a particle size of at least a range of 0.005-0.1μm are mixed with a predetermined distribution or the particles of a particle size of not less than 0.2μm are contained.
