PROBLEM TO BE SOLVED: To provide a packaging structure for topical anesthetic, which eliminates the troublesome need to reduce or kill microorganisms on an injector before the injector is taken into an operating room or the need to draw a medical fluid into an injector from a medical liquid container such as an ampoule or vial, and to prevent a user drawing the medical fluid into the injector from the medical fluid container from being exposed to the medical fluid or to prevent an infectious substance from being mixed into the injector during the drawing of the medical liquid. SOLUTION: The structure includes the injector 3 filled with a medical fluid 2 such as a topical anesthetic, and an external body 4 sealing the injector 3 filled with the medical fluid 2. The injector 3 has a syringe 5 filled with the medical fluid 2, a gasket 12 disposed in the syringe 5, a plunger 6 inserted in the rear end of the gasket 12, and a cap 8 sealing the liquid fluid discharge opening 7 of the syringe 5.
