DECENTRALIZED CONTROL COMMUNICATION SYSTEM AND METHOD

PROBLEM TO BE SOLVED: To maintain quality of communication and high reliability by adding a second call control agency device and deleting a first packet transfer device after a second agency device specifying changeable address is set to a plurality of end terminals accommodated in a first call control agency device.

SOLUTION: The decentralized control communication system is provided with a first packet transfer device which receives assignment of the second agency device specifying changeable address specifying the second call control agency device and transfers a packet to the first call control agency device each time the packet addressed to the second agency device specifying changeable address is delivered when a call control agency device accommodating end terminals is changed from the first call control agency device to the second call control agency device, and a setting request handling device sets the second agency device specifying changeable address to an end terminal each time a setting request message is delivered from the end terminal, and then adds the second call control agency device and also deletes the first packet transfer device after completing the setting of the second agency device specifying changeable address to the plurality of end terminals accommodated in the first call control agency device.
